Wheelchairs and Giants

I was browsing bathroom-related pictures over at Wikimedia Commons, when I came across something interesting. Well I actually came across a lot of interesting things, but this one in particular stood out.

Notice anything weird? Looking at this sign, I see two possibilities.

1. The man and the woman standing on the left are very, very small, or are perhaps children.
2. That is the biggest wheelchair ever.

Yes, yes, I know whoever designed the sign just wanted to make all the little stick people images the same height, but I for one will never be able to look at a sign like this the same way again.
